Enculturating Collaboration

Judith,
I'm glad to hear that Collaboration is alive and well. What changed to
make that happen? How do we facilitate and grow a culture of
collaboration? Is it grass roots, or is it inspired at all levels?
Then, my real question: How do we develop a national culture of
collaboration, perhaps with the help of online tools? It's more than
technology, though... so what's the secret ingredient?
