Reason for resistance?

I'm curious if you think the resistance to getting into teacher's classrooms is related to Toledo Public Schools being a very unionized school district? Does the union contract support evaluation after entry years? Does the principal have an evaluation role?
Or...is this a problem in all school districts (unionized or not)? Is it a US classroom culture (shut the door so others don't see what is going on)? If it is accurate that, for example, Japanese teachers have "research lessons" where they work with others to improve teaching, there is a different culture...one where letting others see our teaching and critique our work is more acceptable.
