subject:	math skills

I read this note last week, and it has been haunting me since, so I am
now replying. The sentence that I feel the need to protest is "The
development of math skills is the primary focus of teaching math". This
is the subject of huge amounts of discussion and debate. Myself, I
would not include conceptual understanding as a skill, and if that is
not included, then I disagree strongly with the statement.
