I encountered the same issues here in my district. One of the biggest
assets of the program we are implementing is that it employs science
resource teachers. The resource teachers meet with principals on a
regular basis and the two conduct class walk-throughs and observations.
The resource teachers are instrumental in bringing the districts'
principals together and having them engage in the same hands on
activities and content material that the students were being exposed
to. Additionally, we have hard data that we shared with the principals,
and which demonstrates the positive impact that the kits have on
student learning. I, also, initially, had the principals include
implementation of the science kits as one of the evaluation goals for
every teacher. I scheduled visits to the sites to specifically see
science being taught. The principals and key teachers also were
encouraged to hold family science nights for parents. The students
love the kits and they love learning science from a kit.
