I really enjoyed your idea of turning our perspective inside-out, focusing on teaching rather than the implementation of curriculum.
I find that this resonates with what we hear from our colleagues who spend their time focused on the integration of technology. They would say that, "It’s not about the technology, but it’s about how it’s used." So generally speaking, it’s not about the stuff, it’s about the teaching.
I'm not sure I agree with your statement that, "If you want to have better teachers, give them something better to teach." Sure, having exemplary curriculum is a good thing, but it isn't the determining factor. I would be interested in other views on this, but I think TWO of the key success factors is helping teachers reflect on their teaching (metacognition), and then comparing their own practice to examples of successful instruction (dialogue).
